Where PRRS Participants Go
PRRS places eligible sentenced adults in structured community corrections. Its residential and nonresidential options can include approved activity in the community and home confinement. The resident orientation requires a pass that specifies activity, time, place, and transportation. That controlled movement is part of custody management, not final discharge. Completion normally leads to the status set by the sentence and program record, but a warrant, court order, or other custody basis can change the outcome.
PRRS status changes are program events. A resident can move from a residential bed to a nonresidential component, receive an approved community pass, enter home confinement, complete the placement, or return to a more secure facility after a violation or court action. Only the program record and sentencing docket identify which transition occurred. Ask for the effective date, the old and new component, and whether DOCR still exercises community-corrections authority.
Confirm a PRRS Discharge
No public PRRS participant roster or completion list was verified. A sighting away from Nebel Street cannot settle status because passes and home confinement are core program features. Start with PRRS at 240-773-4200. Ask whether the person remains an active resident or nonresidential participant and whether staff can identify the date and type of program completion. Use the sentencing docket for the court-ordered term and a focused DOCR request for documentary proof.
- Call PRRS at 240-773-4200 and provide enough information to distinguish the participant.
- Ask whether the status is residential, nonresidential, home confinement, active pass, or completed placement.
- Read the sentencing order and later Montgomery County docket entries for the governing term.
- Request the DOCR placement and completion event if staff cannot provide documentary confirmation by phone.
- Check a separate custodian only when PRRS identifies a transfer or later supervision route.
VINE may help with a jail or prison custody event, but it is not a PRRS completion certificate. The program record and sentencing case are the core sources.
PRRS Community Corrections
DOCR operates PRRS as a community-based alternative for sentenced adults. Its distinct role is reentry under rules, not jail intake. Residents must remain accountable to staff and use the itinerary and transportation approved for a pass. Public transportation is available within one block of the Nebel Street program, while a personal vehicle requires advance staff approval. Those details help separate a valid community movement from unauthorized absence or final discharge.
Program completion also requires more than seeing a resident away from the building. Staff must document the approved status and the governing court terms. Ask for the effective completion date and any move into a nonresidential phase or separate supervision. Physical location alone cannot answer those questions.
PRRS Release Record Requests
A focused Maryland Public Information Act request can document the episode when a phone check is not enough. Address the request to DOCR and identify the person, approximate booking period, case number, and the exact records sought. Useful items can include the booking or admission record, facility movement, release date and time, release authority or code, destination or receiving agency, and the warrant or detainer disposition. Request a plain-language explanation for any internal code.
Use the county’s Maryland Public Information Act portal or the DOCR-specific request channel. Maryland General Provisions §4-203 requires a prompt decision no later than 30 days. If production is expected to exceed ten working days, the agency must provide an estimate of time, a fee range, and the reason for delay within ten working days. No fixed DOCR release-record fee was verified, so request electronic copies and an estimate. Protected medical, juvenile, security, victim, sealed, and investigatory material may be withheld while separable public facts are produced.
- Release authority
- The court, sentence event, or agency action that permits the custody episode to end.
- Detainer
- A request or legal basis for another authority to take or continue custody.
- Transfer
- A move to another custodian, not a return to the community.
PRRS Passes and Home Confinement
A pass permits only the approved community activity. The orientation materials call for the time, location, purpose, and travel plan to be set in advance. Home confinement also allows physical presence away from the residential site while accountability continues. Neither status should be relabeled as unrestricted release. If the concern is whether PRRS ended, ask for the completion or discharge event instead of asking whether staff saw the person at Nebel Street.
PRRS is close to public transit, and a resident’s transport plan must fit the approved pass. Personal vehicles require advance staff approval. This differs from the MCDC taxi-voucher process for a court release and property pickup. Apply the PRRS orientation terms to active residents, and use the completion record for anyone whose placement has ended.
PRRS Detainers and Transfers
The sentencing order and docket establish the legal placement, sentence terms, and later court action. PRRS or DOCR records establish day-to-day program status and completion. Read both. A completed residential phase may lead to a nonresidential phase, supervision, or full sentence completion depending on the actual order. The words “pre-release,” “reentry,” and “home confinement” describe different parts of a transition and should not be treated as synonyms for discharge.
Ask Inmate Records whether the event was a community release, state commitment, another county’s pickup, a federal transfer, or an immigration-custody movement. For an ICE lead, the receiving-system check belongs with the ICE Online Detainee Locator. For a federal criminal lead, use the federal docket, U.S. Marshals contact, or BOP locator after commitment. The county record establishes what PRRS did; it does not certify what happened later in the receiving system.
PRRS Records and Contact
PRRS is at 11651 Nebel Street, Rockville, MD 20852, and its published main number is 240-773-4200. No distinct public hours or fax number for individual completion checks were established in the research. Use the main program contact for current program routing and the DOCR Maryland Public Information Act process for a release, completion, or participation record.

When precision matters, pair the PRRS answer with the Montgomery County released inmate search and records path. That process distinguishes a county release from state, federal, immigration, or community-corrections status.
PRRS Reentry Status Records
DOCR’s reentry work begins before a person reaches PRRS. The county describes case management and programming at MCCF, while PRRS provides the residential and nonresidential community-corrections stage. The service summary documents reentry mediation, parole and probation orientation, identification help, and partnerships with other agencies. Those services can occur while a person remains subject to county rules. Participation in a program does not establish sentence discharge.
A clear records request should ask for the placement start, residential or nonresidential status, approved transition between components, completion date, discharge type, and the authority controlling the placement. If the agency cannot disclose a full participant file, ask it to segregate the public status and event fields. Pair that response with the sentencing order and later docket entries. A court modification or violation proceeding can alter what would otherwise appear to be a routine completion.
Terminology matters here. A community pass is a limited authorization for a listed activity. Home confinement is a controlled placement outside the residential building. Nonresidential participation can preserve program duties after a residential phase. Final discharge means the documented program or sentence obligation ended as stated in the governing record. Use the narrow term supported by PRRS and the court.
The Maryland PIA timing rules apply to a DOCR records request. General Provisions §4-203 calls for a prompt decision no later than 30 days. If production will likely take more than ten working days, the agency provides an estimate of time, a fee range, and the reason for delay within ten working days. Section 4-206 permits reasonable actual costs but generally excludes the first two hours of search and preparation. Request electronic copies and a cost estimate because no flat PRRS completion-record price was found.
Privacy and security limits may narrow what can be released from a community-corrections file. Ask for severable public event fields rather than an entire unredacted participant file. The placement type, effective dates, completion status, and controlling court reference may answer the custody question without seeking protected medical, treatment, victim, or security information. The court clerk remains the source for certified orders.
